Crime Prevention Team Uncovers Multi-County Burglary Spree

A Cheyenne man is facing multiple counts of burglary following a months-long investigation by the department’s Crime Prevention Team (CPT). In October, 37-year-old Brandon Starkey, of Cheyenne, was arrested on an unrelated warrant – since then, he has been tied to several burglaries across Laramie and Albany County.

Through intelligence collection and data analysis, the team determined that Starkey was linked to at least twelve burglaries. On October 3rd, warrant service operations at his residence and storage unit led to the recovery of stolen property from nine of the burglaries in Cheyenne and three in Laramie.

Starkey’s Residence:
During the search of Starkey’s residence, a Dewalt drill bit case, marked with the name “Tolman,” was found. The case was confirmed to belong to a local contractor, whose trailer had been burglarized in early February. The stolen tools were valued at approximately $6,000.

Officers also identified a large amount of Milwaukee tools, worth over $4,200, that were stolen from a vehicle on McComb Avenue on September 27th.

The Storage Unit:
During the search of Starkey’s storage unit, evidence was found linking him to a string of burglaries that occurred in July, at ClearHome Self Storage located at 622 West Allison Road.

One of the victims reported United States Air Force items and a Hi-Point 9mm handgun were missing from his unit. Investigators were able to recover some of those items during the operation.

Also inside of Starkey’s storage unit was a machine used for paving projects. The serial number revealed it was reported stolen out of Laramie County.

Security Camera Footage:
Further investigation tied Starkey to three more burglaries that occurred on August 3rd. Two garages were broken into on East 13th Street and items were stolen from inside. Surveillance footage from both burglaries showed the same suspect, later identified as Starkey.

On the same day, officers responded to a vehicle burglary near the intersection of Cleveland Avenue and East 14th Street. The victim reported that his Ford F-250 had been broken into and a bicycle was stolen from inside. Surveillance video helped officers identify Starkey as the suspect in this case as well.

The investigation into this case remains ongoing, with additional charges pending. To date, Starkey has been charged with nine counts of burglary, three counts related to possession of a controlled substance, and an existing warrant for probation violation.

In 2023, the CPT was created to enhance public safety in the community. This team of specialized officers works to identify the underlying causes of crime and collaborates closely with the public to develop solutions. In 2024, the team continues to use criminal intelligence, public education, and Crime Prevention by Environmental Design (CPTED) strategies to deter criminal activity.
