Around 8:45 Friday morning, Cheyenne Police Officers were dispatched to a disturbance near the Union Pacific Railroad bridge on West Lincolnway. A man, later identified as 47-year-old Ronald Stringer, of Cheyenne, climbed to the top of the structure and began to throw rocks at vehicles.
The incident prompted a multi-agency response, with assistance from the Cheyenne Police/Laramie County Crisis Negotiation Team, Cheyenne Fire Rescue, the Cheyenne Regional Medical Center Co-Responder Team, Union Pacific Railroad, and American Medical Response.
Police negotiators and co-responders attempted to speak with Stringer from the ground. To improve communication, police officers and firefighters were later lifted to the top of the structure in a bucket truck. Stringer was asked to come down multiple times but refused.
After over 5 hours of negotiation, Stringer climbed down from the bridge. Stringer was taken into custody and booked into the Laramie County Jail for making terroristic threats, destruction of property, criminal entry, and interference with a peace officer.
