Investigators with the Cheyenne Police Department have determined the
identities of three women who are suspected of a multi-state scheme of fraudulent returns targeting JC Penny stores. Kyrisha Strickland, 23, Latonya Strickland, 35, and Starlisha Strickland, 37, are suspected of making fraudulent returns at JC Penny stores in Wyoming, Montana, Colorado, Nebraska, Missouri, Kentucky, South Carolina, North Carolina, Mississippi, Louisiana and Texas. On August 6, the CPD responded to a call for service in which the three women brought merchandise to the Cheyenne store along with forged receipts and tags, returning the merchandise for cash and store credit. A Laramie County arrest warrant has been issued for felony theft for all three women and this case remains under investigation by the Cheyenne Police Department.
