The University of Wyoming Police Department has arrested an 18-year-old Cheyenne resident in connection with an off-campus Halloween night altercation that seriously injured a UW student.

Isaac Garcia, who is not a UW student, faces a charge of aggravated assault in the incident that injured Luke McConville, 20, a UW student from Casper, in the 1100 block of Flint Street early Saturday. Follow-up with two other juvenile suspects is being completed, and police believe all suspects in the case have been identified.

The UWPD, which responded to the fight as a cooperating agency with the Laramie Police Department, is in charge of the investigation. UW Police Chief Mike Samp says information provided by the public to the department, including through its text/TIP411 system, helped expedite the investigation.

McConville, who suffered serious head injuries, has continued to show improvement and has been moved out of intensive care at a Denver-area hospital.

Garcia is a senior at Cheyenne East High School.
